Why has the Problem Not Been Solved?

This has become a much more prevalent issue in today’s society. In the past six decades there have been a large number of closures of state mental hospitals and other institutional facilities that help people with disabilities. The number of Americans that seek help from these institutions dropped very quickly from 560,000 in 1955 to only about 70,000 in 1994. Many of these institutions closed due to inefficient amount of funds. As these institutions have been shut down, this problem has begin to become a large issue again. (Cassidy, W., Brown, K., & Jackson, M, 2012)
